Dr.
Kathleen A. McGinn,
chair of the Treasure
Coast Education,
Research and Development
Authority, is a
senior public administrator
for the school district
within immediate
proximity to the
park. She serves
the St. Lucie County
School District
as Assistant Superintendent
of Strategic Planning
and Central Services,
administrating the
district’s
strategic plan,
including the student
assignment plan,
its charter schools
and school meals
program. She is
the district’s
chief negotiator
for non-instructional
support and personnel.
In 2005, McGinn
coordinated the
district’s
successful efforts
to support a referendum
for which voters
approved renewal
of a sales tax to
fund district capital
construction projects
though 2026. Her
career path demonstrates
25 successful years
with increasing
management responsibilities,
specifically in
planning, transportation,
security, food and
nutrition service
management. As a
TCERDA member, she
has served in capacities
as secretary and
as treasurer.
A registered dietician
and Florida Licensed
Dietician and Nutritionist,
she is a member
of the American
Society of Public
Administrators.
Dr. McGinn earned
both a Ph.D., and
a Master of Public
Administration,
from Florida Atlantic
University; she
holds a Master of
Business Administration
from the University
of Wisconsin and
a Bachelor of Science
in Community Medical
Dietetics from Viterbo
College in Wisconsin.
